BELhospice centre and project team are seeking candidates for the following positions:

– Social Welfare Expert    2 positions

– Legal Expert    2 positions

– Lead Legal Expert    1 position

– Health Expert    1 position

Key Experts will be part of project team that is implementing project activities within the project “Advancing human rights through improved palliative care services” project (Grant BTD-FY2019-1355). This project is implemented by BELhospice centre and is financially supported by the Balkan Trust for Democracy, a project of the German Marshall Fund of the United States, and the Royal Norwegian Embassy in Belgrade.

Specific objective:

To create integrated palliative care program and standards for their provision in order to enable better quality of care in the public and private social care institutions.

Purpose

To create palliative care program and standards of services with aim to foster better  quality of care for the patients and family members with palliative care needs and protect their human rights to health and identify  alterations in legal policies and normative.

Results to be achieved

Expected results include:

Requirements

Key activities for the Social Welfare Expert (2 persons, 1 person x 20 working days)

  • Participate in working group and contribute to defining the palliative care program and standards in accordance with the tasks from the Lead expert
  • Analyse beneficary needs, good practices and contribute to defining the palliative care program and standards for the patients and families in need of palliative care
  • Provide recommendations to improve/comply quality standards, processes or legal policies within the Program of palliative care.
  • Work closely with the focus group members and project manager within the Working group.

Qualifications

  • University degree-social science, psychology or other social studies
  • Over 5 years of expereince in working in social welfare sector and thorough knowledge on social welfare regulations including palliatve care programs for beneficaries and their families with the life limiting ilnesses
  • Knowledge of international practices in providing palliative care for life limiting beneficiaries
  • Experience in working with or defining policies and programs for vulnerable beneficiaries with life limiting illnesses
  • Experience in implementing projects and programs aimed at improvement of quality of care

Key activities for Key Working group Lead Policy expert- 1 person  25 days

  • Lead the Work group activites
  • Provide inputs regarding current regulations for the legal basis for integrated socio health service including social welfare law, policies and programs in social welfare and sector rearding palliative care
  • Define tasks to the group to create the program of the activities
  • Responsible to obtain the inputs from the work group members and create the final palliative care program
  • Provide recommendations to improve/comply quality standards, processes or legal policies within the Program of palliative care.

Qualifications

  • University degree-Law, Economy or Social science
  • Proven experience in defining programs of services for social or health sector
  • Knowledge of international practices in palliative care for life limiting beneficiaries
  • Experience in drafting policies and Strategic documents regarding social or health protection
  • Experience in implementing projects and programs aimed at improvement of quality of care
  • Established working relationships with the ministry of Social Welfare and Ministry of Health
  • Knowledge of integrated socio health programs

Key activities Legal Policy expert 2 persons (1 person 25 working days)

  • Provide inputs regarding current regulations for the legal basis for integrated socio health service including social welfare law, policies and programs in social welfare and sector rearding palliative care
  • Provide recommendations to improve/comply quality standards, processes or legal policies within the Program of palliative care.

Qualifications

  • University degree-Law, Economy or Social science
  • Proven expereince in defining programs of services for social or health sector
  • Knowledge of international practices in palliatve care for life limiting beneficiaries
  • Experience in drafting policies and Strategic documents regarding social or health protection
  • Experince in implementing projects and programs aimed at improvement of quality of care
  • Establshed working relationships with the ministry of Social Welfare and Ministry of Health
  • Knowledge of integrated socio health programs

Key activities for the Healthcare expert (1 person – 10 working days)

  • Provide inputs in defining the health segment in palliatve care for beneficiaries in need of palliatve care in agreement with the key expert
  • Provide recommendations to improve/comply quality standards, processes or legal policies within the Program of palliative care.
  • Work closely with the Work group members and project manager

Qualifications

  • University degree in medical science
  • Minimum 2 years of experience in working in the field of palliative care  in the medical and or/ social welfare sector with vulnerable groups
  • Experience in implementing projects and programs aimed at improvement of quality of care

Start date & period of implementation

  • The incumbents will be engaged from August 28 2019 to the end of November 2019. Reports and outputs to be provided end of November 2019 the latest.
