BELhospice centre and project team are seeking candidates for the following positions:

Key Experts will be part of project team that is implementing project activities within the project “Advancing human rights through improved palliative care services” project (Grant BTD-FY2019-1355). This project is implemented by BELhospice centre and is financially supported by the Balkan Trust for Democracy, a project of the German Marshall Fund of the United States, and the Royal Norwegian Embassy in Belgrade.

Specific objective:

Define categories of social care providers and beneficiaries in need of palliative care.

Purpose

Current regulations regarding Cathegorisation of institutions/beneficiary needs to be defined and compared with the good palliative care practices and standards.

Findings&recommendations  will be considered to be included in the integrated palliative care program to be implemented within socio health institutions and defined by the Focus group 2. Palliative care programs.

Results to be achieved

Focus group 1. Current regulations regarding Cathegorisation of institutions/beneficiary needs defined and compared with the good practices.

Beneficiaries in need of palliative care identified and recommended to be included in the integrated palliative care program within socio health institutions.

Recommendations to improve/comply quality standards, processes, legal policies or by laws within the Program of palliative care provided.

Requirements

Key activities for the Social Welfare Lead Expert (1 person – 20 working days)

  • Lead the focus group team
  • Analyse current regulations regarding Cathegorisation of socio health institutions/beneficiaries in need of palliative care.
  • Identify new beneficiary groups in need of palliative care to be included in the integrated palliative care program within socio health institutions.
  • Provide recommendations to improve/comply quality standards, processes or legal policies within the Program of palliative care.
  • Analyse cathegories of beneficiaries in need of palliative care and procedures for placement or care provided in socio health institutions vs needs and  international practices
  • Work closely with the focus group members and project manager within the Focus group 1.
  • Provide inputs and create base for further development of the program of palliative care services

Qualifications

  • University degree-social science, psychology or other social studies
  • Over 10 years of experience in working in social welfare sector and thorough knowledge on social welfare regulations including present cathegorisation of institutions and beneficiaries
  • Knowledge of international practices in providing palliative care for life limiting beneficiaries
  • Experience in working with or defining policies and programs for vulnerable beneficiaries with life limiting illnesses
  • Experience in implementing projects and programs aimed at improvement of quality of care

Key activities for the Social Welfare Expert (1 person – 20 working days)

  • Provide inputs regarding current regulations for the Cathegorisation of socio health institutions/beneficiaries in need of palliative care in agreement with the key expert
  • Provide recommendations to improve/comply quality standards, processes or legal policies within the Program of palliative care.
  • Analyse cathegories of beneficiaries in need of palliative care and procedures for placement or care provided in socio health institutions vs needs and  international practices
  • Work closely with the focus group members and project manager within the Focus group 1.
  • Provide inputs and create base for further development of the program of palliative care services

Qualifications

  • University degree-social science, psychology or other social studies
  • Over 5 years of experience in working in social welfare sector and thorough knowledge on social welfare regulations including present cathegorisation of institutions and beneficiaries
  • Knowledge of international practices in providing palliative care for life limiting beneficiaries
  • Experience in working with or defining policies and programs for vulnerable beneficiaries with life limiting illnesses
  • Experience in implementing projects and programs aimed at improvement of quality of care

Key activities for the Legal expert  (1 person – 10 working days)

  • Participate in work of the focus group
  • Analyse findings and recommendations from the social welfare experts
  • Formulate proposed recommendations in a document for proposed changes in complience with the legally acceptable form

Qualifications

  • University degree in law science
  • Over 5 years of experience in working in social welfare sector with vulnerable groups
  • Experience in working with or defining policies and creating by laws for the social or health sector
  • Experience in implementing projects and programs aimed at improvement of quality of care

Key activities for the Healthcare expert (1 person – 10 working days)

  • Provide inputs regarding current regulations for the Cathegorisation of socio health institutions/beneficiaries in need of palliative care in agreement with the key expert
  • Provide recommendations to improve/comply quality standards, processes or legal policies within the Program of palliative care.
  • Analyse cathegories of beneficiaries in need of palliative care and procedures for placement or care provided in socio health institutions vs needs and  international practices
  • Work closely with the focus group members and project manager within the Focus group 1.
  • Provide inputs on medical part of the care and create base for further development of the program of palliative care services

Qualifications

  • University degree in medical science
  • Minimum 2 years of experience in working in the field of palliative care  in the medical and or/ social welfare sector with vulnerable groups
  • Experience in implementing projects and programs aimed at improvement of quality of care

Start date & period of implementation

  • The incumbents will be engaged from August 26 2019 to the end of November 2019. Reports and outputs to be provided end of November 2019 the latest.
